Yeah I said it!!! Hopefully some might actually get it. Rates are determined by the scope of the project. Because the scope of a project is  determined by various factors/requirements (such as resources and complexity). It would be unethical and immoral for anyone to provide you with a rate without first specifing all the requirements, which usually requires atleast 2 or 3 emails or phone converstaions.
