Often overlooked during the proposal process is determining weather or not the client is providing the content or the images.  An expierenced professional will factor the source of the images and content in the intital estimate. When I say source I mean who's providing it you the client or the developer. By providing the images and content it is more work for you as the site owner but can reduce the dvelopment cost. If you are provided with an estimate that does not include a cost for image licensing or content creation then beware 1) your probably working with a newbie 2) As a possible future site owner it is imprtant for you to know that the source of the images or content and its legal implications are your responsibility.  There are companies (Getty Images Inc) that will legally pursue you for posting unlicensed images on your site (a $45 image can turn into a $2700 lawsuit) , there are alternative work-around solutions that most expierenced professionals can utilize.
